Addressing a press conference, Swaraj said that it is unfortunate that the Kejriwal government, which has failed to stop water theft and wastage in Delhi, has tried to blame the neighbouring states for the problem created by its own mistakes by terming it as a water shortage crisis and even took the matter to court.
