Punjab has been responsible for the smog around Delhi in October. Burning of stubble, used to remove paddy crop residues from fields before the sowing season, pollutes the air in the neighboring state of Delhi. Bhagwant Mann said that farmers in Punjab neither want to burn stubble nor cultivate paddy.
